Add a reindex command to tg-admin so that reindexing can be discoverable and project independent.

A partial solution has been implemented in the trunk as of r55. It currently only re-indexes to the default language. So as long as you are only using one language, whichever one that may be, then you can do re-indexing as of r55.
A full solution is still coming.
